Just thought I'd provide my experience with this issue for others that might have had the same problem as me. It was unrelated to System Update, but my Netlogon service had failed and switched to manual for me. This service being off will prevent system update to run because of permissions. Freeing space allowed the download to start and then the update ran without issue although it did take 25mins.
